With the rapid development of China's electric power industry, the improvement of power grid voltage and the rapid growth of system capacity, the original large-capacity test capacity of Xigao can no longer meet the test requirements of power transmission and transformation switchgear. Moreover, having its own large-capacity laboratory is a necessary technical condition for the development of China's high-voltage and ultra-high-voltage power transmission and transformation equipment and the improvement of product level, quality and reliability. Based on the development needs of China's electric power industry and the strategic height of the development of ultra-high voltage transmission and transformation equipment, the West High Institute has put forward the idea of building a large-capacity laboratory phase III project since 1975. After repeated argumentation, the project was approved by the former State Planning Commission. The project was put into construction in 1988, basically completed in early 2003, and put into trial operation in November of the same year.
Phase III project completed and passed the national acceptance, so that the high-voltage switchgear test capacity has reached or exceeded the original approved construction goals. So far, the laboratory has conducted more than 1530 tests for 259 products from more than 100 enterprises. Among them, the capacity breaking test was successfully carried out for the 800kV AC sulfur hexafluoride tank circuit breaker of Xi'an High Voltage Switchgear Co., Ltd. This is the first synthetic test of the newly-built 800kV voltage source circuit and 6500MVA short-circuit generator, and it is also the synthetic test with the highest voltage level and the largest capacity in the history of our country.
Another example of independent research and development
The process test equipment used in the third phase of the project is based on domestic manufacturing, which is the basic principle at the time of project establishment. During the implementation of the project, more than 90% of the equipment was independently developed in China, most of which were special non-standard equipment. In particular, the 6500MVA short-circuit generator manufactured by Harbin Electric Machinery Factory is the short-circuit generator with the highest capacity parameters and the best comprehensive performance in the world. In order to solve the transportation problem of overweight and overrun of motor, the proposal of assembling stator core on site was put forward by Xigao, which was supported by many parties. Harbin Electric Machinery Factory promptly dispatched various professional and technical personnel to the site to successfully assemble the stator core in batches. All tests met the factory standards, creating a precedent for such generators to successfully assemble the stator core and bar on site and saving more than 2000 million yuan in transportation costs.
During the construction of the third phase of the project, Xigao Institute invested a lot of manpower and material resources to independently design and develop 15kV100kA vacuum-operated circuit breaker, which is a world-leading equipment, as well as 11 kinds of 203 sets (sets) of non-standard equipment such as closing switch, TRV device, regulating reactor, overvoltage protection device and various isolating switches. Most of the equipment parameters reached the international or domestic advanced level, which not only met the needs of test equipment, and greatly reduce the cost of construction.
Laying the Foundation for Sustainable Development
Phase III Project has improved the direct test capability and level of 12kV ~ 40.5kV high-voltage circuit breakers, meeting the relevant national standards, international IEC standards and the special requirements of the power sector. The test field has been expanded to fill the domestic gap. The newly-built short-circuit generator and short-circuit transformer system are used as current sources, and the newly-built 800kV circuit breaker test system is jointly tested, the test capacity reaches 550kV63kA whole pole and 800 kV63kA1/2 pole, making the large-capacity test capacity reach the world advanced level; the whole test system has reached the international advanced level by adopting many new technologies such as computer control, monitoring, automatic line switching, test data acquisition and processing system, etc.; the technical cooperation with internationally famous laboratories has been promoted, the international status has been improved, and the time interval for becoming an internationally recognized laboratory has been shortened at an early date; the test conditions are excellent, the efficiency is high, the product development cycle is shortened, the foreign test of high-voltage electrical products is reduced, the product development cost is reduced, and the overall competitiveness of domestic high-voltage electrical equipment is improved. Experts involved in the acceptance said that such test capabilities have a great role in promoting the development of domestic high-pressure products.
The acceptance was organized and implemented by the China Machinery Industry Federation entrusted by the National Development and Reform Commission. The review committee is composed of experts from relevant state departments, users, and relevant institutes and universities.
